Project History<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">2-1. Background to the start of the project<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\">Decision to build a new research reactor<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The government policy on the treatment of \u201cMonju\u201d was decided at the Nuclear Energy Ministerial Meeting in December 2016. When the government policy to decommission \u201cMonju\u201d is decided, it is indicated that the \u201cMonju\u201d site will be utilized in the future and that the government will \u201cestablish a new research reactor at the Monju site and position it to become a core base to support Japan&#8217;s future nuclear research and human resource development\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.cas.go.jp\/jp\/seisaku\/genshiryoku_kakuryo_kaigi\/dai6\/gijigaiyou.pdf\">\u5185\u95a3\u5b98\u623f\uff1a\u539f\u5b50\u529b\u95a2\u4fc2\u95a3\u50da\u4f1a\u8b70\u8b70\u4e8b\u6982\u8981 (in Japanese)<\/a><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Narrowing down reactor types by the Ministry of Education, Culture, Sports, Science and Technology (MEXT)<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Since FY 2017, a study was conducted and reviewed for the conceptual design of the reactor type to be installed.<br>1. realization of functions suitable as a core center for nuclear energy R&amp;D and human resource development in western Japan.<br>2. contribution to local development.<br>From the above perspectives, we have narrowed our focus to a \u201cmedium-power reactor (Thermal output less than 10 MW)\u201d whose main purpose is to utilize neutron beams. Steady design, installation, and operation of the research reactor.<br>2. Operation of the research reactor so that a wide range of related organizations can use it.<br>3. Establishment of partnerships with local institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The few research institutes and universities with knowledge, experience, and capabilities in the above three areas will establish a system of collaboration based on an appropriate division of roles, position these institutes as core organizations, and study the conceptual design and operation of the research reactor.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2-2. The three institutions are primarily responsible for the following tasks.<\/p>\n<p>JAEA: Design, installation and operation of the research reactor<br \/>Kyoto University: Operation of a wide range of utilization<br \/>University of Fukui: Establishment of cooperation with local related organizations<\/p>\n<p>The three organizations will play a leading role in their respective primary responsibilities, and will also be mutually involved in the primary duties of the other organizations, while promoting consistent and efficient operations as a whole. In addition, an \u201cOverall Management Team\u201d consisting of the three organizations&#8217; implementation managers will be established to coordinate, manage progress, and share information among the three organizations to manage the overall project.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2-3. Transition to a Subsidized Project<\/h3>\n<\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">From FY2023 onward, this project has transitioned into a subsidized project with the Japan Atomic Energy Agency (JAEA) as the primary implementing body. The three institutions\u2014JAEA, Kyoto University, and the University of Fukui\u2014will continue to collaborate and drive the project forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">3. Examination of Experimental Equipment<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">3-1. Examination Framework<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\">Task Forces<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">With the cooperation of leading frontline experts conducting research in various fields, Task Forces have been organized for each experimental device to evaluate and plan the equipment installations.<\/p>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\"><\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">3-2. Details of Activities<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\">Overview<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">We are working concurrently on the following items as the two main pillars of our activities:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Investigation and study for equipment proposals: Examining the scientific and social significance of the equipment, its overview and specifications, utilities, the annual construction schedule, etc.<\/li>\n\n\n\n<li>Practical work with a view toward technology transfer and human resource development: Executing equipment development, technology development, and the advancement of analytical methods utilizing existing neutron facilities, etc.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">Development of Equipment and Technologies Utilizing Existing Facilities<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Because it will take a long time before the new test and research reactor begins operation, we are developing new technologies and prototype devices with the cooperation of existing facilities to address challenges such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The reliable transfer and advancement of academic knowledge and technologies related to neutron utilization<\/li>\n\n\n\n<li>Securing and cultivating the human resources required for the installation and operation of experimental equipment<\/li>\n\n\n\n<li>Stimulating continuous interest from related communities<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Contents 1.
